==Purpose and Objectives== The primary goal of Operation Northwoods was to create a casus belli—a justification for war—by staging incidents that would appear to be unprovoked Cuban aggressions against the United States or its allies. By blaming Cuba, the U.S. aimed to rally domestic and international support, including from the Organization of American States (OAS), for military action to depose Castro. The proposals were drafted by the Department of Defense under the leadership of General [[Lyman Lemnitzer]], Chairman of the Joint Chiefs of Staff, and presented to Secretary of Defense Robert McNamara.
